Admiral Smith Addresses Crowd at Billion Gallon Day, 1944; Rear Admiral William W. Smith, official representative for the U. S. Navy. Admiral Smith, for the past two years Director of Naval Transportation Service, Office of the Chief of Naval Operations, Washington, D. C., was awarded the distinguished service Medal in 1942 for Meritorious Service as Commander of a cruiser task force in the battles of the Coral Sea and Midway, and is holder of numerous medals and decorations. Admiral Smith paid tribute to what he called The Texas Navy.
