PTA Thrift Exchange; One of the important Baytown Red Feather agencies is the PTA Thrift Exchange, administered by PTA Thrift Exchange chairmen and local unit presidents. The agency provides clothing and wholesome diet to less fortunate school children. Presiding over a pre-school conference are Charles G. Caldwell, community chest administrator; Mrs. Robert P.
